How to organize the continuity of services in the public administrations and in the Decentralized Territorial Collectivities (CTD) Cameroonian at the time of the coronavirus pandemic? In the Information Systems Departments (IT Departments), we are used to dealing with computer viruses, but the coronavirus is special. It is a very different challenge that affects services, degrades the living and working conditions of agents, and worsens inequalities. Information and Communication Technologies (ICT) can make a real contribution to organizing the continuity of services in public administrations and local communities. Indeed, the missions dedicated to the IT Department, the IT Department (DI), the IT Units (CI), decline the vision of the Public Authorities, namely, optimize the use of IT and ICT and design a flexible and innovative information systems architecture through the task of implementing a Service IT Master Plan (SDIS). These statutory missions aim for 100% use of IT tools and technologies by agents and the implementation of a transition plan and support for users of information systems (their equipment in computers, laptops, tablets, all software and files well hosted and secure, user training), following a schedule progressively and in a controlled manner. Such a vision, accompanied by a good digital transformation strategy for public administrations, should make it possible to support the growth of ministries, decentralized services, government agencies, universities, schools, CTDs, etc., and prepare them well. resilience and their agility in times of crisis. It was intended to anticipate and resolve current issues of access to data servers, instability of Internet connections, etc. As a result, all agents could effectively telecommute and e-learning initiatives would be optimally operational. At the end of the Covid-19 epidemic, it would be necessary to review the place of IT in public administrations and accelerate dematerialization projects, digital transformation, if there were resistance to use IT tools and / or digital.
