The crossed perspective of a geostrategist, university teacher and a local elected representative on decentralization

We note a few points of view on (extended) talks on the challenges of decentralization, organized by the Cameroonian People's Democratic Rally (RDPC), a party close to power, on the occasion of the celebration of the 38th anniversary of the accession. of the President of the Republic, Paul BIYA, to the Supreme Magistracy. In Cameroon, decentralization is a public policy for the development of a unitary state which creates decentralized units within it and which aims at the technical level to bring the administration closer to the citizens and at the territorial level to create autonomous units.
The view of Professor Joseph Vincent Ntuda Edode, geostrategist and teacher at the University of Yaoundé II in Soa in Monatélé, Lekié department, Center region, is that, "In the implementation of this policy, if we do not take precautions, it can lead to major challenges that may produce the opposite of what we wanted to do.People must understand that decentralization is very good for social, economic and political development, but that it is necessary put gloves in its implementation to look at all aspects so that it produces all the expected benefits ".
For the mayor of Ngoumou commune, Center region, Jean-Baptiste Atemengue, "the decentralization process has been accelerated for some time by the will of the Head of State. It is a deep aspiration of the people and the establishment of Decentralized Territorial Collectivities which are no longer simple administrative units, will be completed with the election of Regional Councils on December 6, 2020. Decentralization is a revolution in mentalities both among civil servants who are employees of the State than among local elected officials. State officials in large numbers, under the false pretext of representing the interests of the State, believe themselves to be above the local elected representatives who are nevertheless sworn servants of the State at the same time. title as the Head of State and parliamentarians ".
